Bandwidth problem - help needed?

I got a mail from my host saying I'm on track to go over my bandwidth allowance this month again. I can't afford to let this happen as the charges are very high.
From looking at the stats I can see that the message board rss file is the most popular by far - its accounts for nearly 50% of the bandwidth consumed. I can also see the ip address using most of the bandwidth - 217.115.114.7 - consumes 50% of the bandwidth but doesn't account for any hits. There is no site at this address.

Does anyone have any advice?
